DJ Moore Poised To Be Top Target For The Buffalo Bills

Ian Hartitz analyzes the WR room for the Buffalo Bills, highlighting new addition DJ Moore and his quest to be the top target for Josh Allen.

Watching Josh Allen throw passes to Brandin Cooks in game-deciding situations will do something to Buffalo Bills fans. And those running the football operation for the team. That's probably partly why after the season the No. 1 goal was to add a No. 1 WR. Enter DJ Moore, who is now catching passes from an elite QB for the first time in his career. Can DJM become the top target in Buffalo? Ian Hartitz breaks it down as part of his Buffalo Bills Team Preview.

Is DJ Moore this year's George Pickens?

Moore turned 29 in April and has flashed the ability to be a high-end pass catcher at the professional level, most notably when he turned 136 targets into a 96-1,364-8 receiving line working alongside Justin Fields in 2023. Throw in the reality that Moore was largely forced to deal with one mediocre QB after another during his initial five seasons in Carolina, and it's easy to be encouraged by his upside catching passes from Allen.

Of course, there's a reason why Bears fans aren't exactly devastated to see DJM go. It's a “what have you done for me lately” world after all, and the last two seasons haven't exactly featured Moore put his best foot forward both from a real-life and fantasy perspective.

Good news for Moore: There should be less debate about his standing in the pecking order in Buffalo. Khalil Shakir is holding things down in the slot, but neither Josh Palmer nor Keon Coleman did enough in 2025 to solidify any sort of consistent role on the outside. TE Dalton Kincaid figures to be very involved as well; just realize it doesn't take an overly optimistic fantasy nerd to project Moore for triple-digit targets from one of the game's best QBs—and reuniting with Joe Brady (Panthers OC in 2020-2021) doesn't hurt either.

That said: If an offensive mastermind like Ben Johnson couldn't really break through with Moore, why should we expect things to be too different in Buffalo? The QB upgrade is obviously awesome, but the Bills' recent track record with wide receivers is actually pretty damn gross. Seriously. Look at this shit.

While it's fair to look at the reasonable WR27 ADP cost and bet on the dude catching passes from Allen, it's tough to pass up on the cheaper-than-usual QB2-6 range going in the same spot of the draft.

Also note: Khalil Shakir is a lot of fun after the catch and continues to boast one of the position's more solid PPR-friendly floors thanks to his constant diet of screens and high-percentage targets. Of course, nobody has ever seen their opponent start Khalil Shakir and felt an ounce of intimidation. The veteran slot maven is an "eat your vegetables" sort of pick for managers who managed to only get 2-3 players at the position by the time the top-50 receivers were drafted. I prefer higher-upside darts like Travis Hunter and Jalen Coker in drafts where I'm taking my WR5/WR6 around Shakir's ADP.
